A second base surface part 20 continuous from the first base surface part is provided with a locking part 22 capable of being engaged to the carpet. The locking part has a step part 23, capable of abutting on an edge 52 of the hole part and a locking hole 24, and is extended from the second base surface part to the carpet laying side. The scuff plate has a leg part 32 which extends from a surface facing the harness holding member 1 toward the carpet.
