SOLUTION: When measuring the surface shape of the cold-rolled steel sheet having the thickness of 0.4 mm or less, a distance to the surface of the cold-rolled steel sheet is measured over a fixed length by using a range finder, and a component having a period of 1,000 to 2,000 times of the thickness of the cold-rolled steel sheet is extracted from measured values, and the fine irregularities on the surface of the steel sheet are detected based on the number of peaks and the height of the peaks in extraction results.
