The control means makes control so that, when a corrective process is periodically applied so that a difference between a discharge time at contact with a human body and a discharge time is a threshold value for discriminating contact with a human body is always constant, the corrective process is executed when driving a motor (21) is stopped and no process is executed while the motor (21) is driven.
