SOLUTION: The arbitrary bit extractor includes: a branching means for branching an input light signal input in serial; a signal generating means for generating a first window signal having a pulse width of more than the 1 bit regarding the branched input optical signal, and a second window signal inverting the first window signal; a first extraction means for extracting the input light signal within a time range corresponding to the first window signal by matching a start-up timing of the first window signal to a bit which the input optical signal desires to extract, on receipt of the other branched input optical signal; and a second extraction means for extracting the output light signal within the time range corresponding to the second window signal with an application of the delayed second window signal by the time equivalent to one bit of the input optical signal with respect to the first window signal, on receipt of a signal output from the first extraction means.
