SOLUTION: A vehicle moving condition is detected in response to the number of rotation of an engine or a vehicle speed and when it is determined that the vehicle is moving, an anti-theft control is invalidated. Values stored and updated in a back-up RAM can be used only for a period of permitting engine control through a theft-preventive control as the number of rotation of the engine and the vehicle speed used for this determination.
