SOLUTION: As for the content transmission for transmitting the content reproduced in incoming call notification of the voice communication called from the communication terminal on the calling side to the communication terminal on the receiving side from the communication terminal on the calling side to the communication terminal on the receiving side via a communication network, communication utilization information generated so as to include call source information for identifying the communication terminal on the calling side and classification information of the content is received from a communication utilization information collection device of the communication network. Utilization fees according to the classification of the content are calculated for the received communication utilization information, and charged communication utilization information to the content transmission is generated based on the calculated utilization fees.
