SOLUTION: In the water treatment apparatus, an agitation device is disposed at roughly the center of an agitation tank, the agitation device has an outer wall disposed to cover rotated agitation blades, the upper and lower ends of the outer wall are opened, the upper end is located at a position 40-60 cm below the top of the agitation tank, the lower end is located at a position 30-50 cm above the bottom wall of the agitation tank, treating water charged from the upper end of the outer wall into the outer wall is directed downward by the rotation of the agitation blades, impinges against the bottom wall and rises, and advances into the outer wall from the upper end of the outer wall, thus an upward water flow is generated from the lower part to the upper part in the agitation tank.
