SOLUTION: A peeling layer 3 is formed on a base sheet 2 having peeling performance, a water soluble pattern layer 4 is partially formed thereon, an electric wave permeable metallic luster layer 5 of a small island like shape comprised of an alloy of metal and tin with an ionization tendency larger than tin is fully formed thereon, a water washing process is carried out to peel and remove the water soluble pattern layer and the electric wave permeable metallic luster layer 5 formed thereon, and an adhesive layer 6 is fully or partially formed.
