SOLUTION: The electrolytic cell 1 is equipped with an electrolytic means equipped with at least a pair of electrodes 3 and 4 to electrochemically treat water to be treated and a dynamo mechanism 8 which is equipped with a coil 6 and a magnet 5 and generates the power applied across the electrodes 3 and 4 as the electrolytic means by the fluctuations in the positional relation of the coil 6 and the magnet 5. The dynamo mechanism 8 is constituted so as to remove the scale on the surface of the electrode 4 functioning as the cathode when the positional relation of the coil 6 and the magnet 5 fluctuates.
