SOLUTION: The manufacturing method of a porous carbon material comprises adding 100 pts.wt. of a mixed raw material powder obtained by mixing in a ratio of 40-70 pts.wt. of a carbonaceous powder A having an average particle diameter of 70-300 μm, 20-50 pts.wt. of a carbonaceous powder B having an average particle diameter of 10-45 μm, and 10-30 pts.wt. of a pitch powder having an average particle diameter of 1-30 μm, into a resin solution which is obtained by adjusting the resin solid concentration to 40-70 wt.% by dissolving 0.5-5 pts.wt. of a dispersant and a thermosetting resin into water or an organic solvent, agitating and defoaming thus obtained product to prepare a slurry having a viscosity (at 25°C) of 0.5-8 Pa s, then pouring the slurry into a forming and filtering vessel, forming a cake-like formed product by press-filtering, drying the cake-like formed product, thereafter thermosetting the thermosetting resin component, and firing the thermoset product at a temperature of 800-3,000°C in a non-oxidizing atmosphere.
