SOLUTION: A magnesium alloy plate 10 containing ≥80% magnesium and ≥8% zinc is held on an electrode 3 to which an AC voltage is impressed and which is formed from an alloy containing titanium, iron and platinum to generate the reduced hydrogen water containing the titanium, iron and platinum to be eluted from the electrode 3 and the magnesium and zinc to be eluted from the magnesium alloy plate.
