SOLUTION: The timing of nongeneration of a noise is learned by detecting the periodic noise demodulated by a reception section 113, and a timing notification signal Tm is generated upon the arrival of the period of the nongeneration of the noise. When a signal generating section 112 acquires the timing notification signal Tm which is generated by a timing learning section 111, a modulating signal Ms including a code is generated. The modulating signal Ms generated by the signal generating section 112 is converted into a vehicle-side transmission signal Cs so as to be radio-transmitted to the portable machine 12.
