A space isolated from the inside of the grooved pipe is formed between the grooved pipe and the outer pipe and warm water is fed to the space. A space to be treated of the inner peripheral side of the grooved pipe is depressurized with a vacuum exhaust means 98. A means 83 for measuring the temperature of the warm water fed to the grooved pipe is installed at a warm water feed means feeding the warm water. The liquid concentrating vessel is provided with a means 86 measuring the pressure of the inside of the grooved pipe, a member 17 in which the concentrated components of the liquid to be treated are circulated, and a flow rate control valve 96 interposed in the above member.
