SOLUTION: The local disaster preventing radio system of a method to be operated by at least two kinds of communication modes among a communication having no relation to control of the control board 10 and a communication to be performed under control of the control board 10 comprises a control station 1 to which the control board 10 is connected, base stations 2 to 4 linked to the control station 1, and a plurality of terminal stations 51to 5n, 61to 6n, 71to 7nto be respectively linked to the base stations 2 to 4 by a digital radio line, wherein a control board monitor control unit 13 for monitoring an operation of the control board 10 in the control station and a radio control board 14 for enabling a communication with the base station 1 to be performed via the digital radio line is to be provided, then the radio control board 14 is characterized in being operated instead of the control board 10 by linking the radio control board 14 to the control station 1 via the base station 2 when abnormality is detected in the control of the control board 10.
