The upper cover has: a plurality of nearly round holes 32 corresponding to the light emitting devices 1, and the inner wall of the hole is formed of a curved portion 32a whose radius becomes larger as it is far away from the circuit substrate side; and a vertical portion 32b that is extended nearly vertical toward the circuit substrate from a point having the smallest radius of the curved portion. The vertical portion 32b is apart and opposite from/to the side of the light emitting device 1, and the vertical portion 32b is higher than the top surface of the insulating substrate 1b and lower than the top surface of the light-transmitting member 1a.
