Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a cement composition and a cement-based solidifying material, each of which has a small ratio of elution amount to a content amount of selenium and consequently suppresses the elution amount of selenium. SOLUTION: The cement composition contains cement clinker containing at most 1.5 mg/kg of selenium and 50-70 mass% of C3S calculated by Bogue's equation, a plaster and a blast furnace slag. The cement-based solidifying material is provided by using the composition. With the cement composition, the cement clinker is the one with reduced selenium, which is produced by air-bleeding a portion of a discharge gas containing selenium from a cement kiln staying between the suspension preheater part of a firing apparatus for cement and the hood entrance of a rotary kiln.
