Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a fixing member which is excellent in manufacturing efficiency and does not cause stripping between a rubber layer and a releasing resin layer, in the fixing member comprising: the rubber layer having organic microballoon void parts connected to one another; and the releasing resin layer in this order on the outer circumferential surface of a substrate, and to provide a method of manufacturing the fixing member. SOLUTION: The fixing member comprises: the rubber layer 124 made of rubber material containing organic microballoon and an open-cell foaming agent; and the releasing resin layer 125 formed from a releasing resin tube 122 in this order on the outer circumference of a substrate 121, wherein the rubber layer 124 is formed by curing the rubber material while being covered with the releasing resin tube 122 and a primer layer 123 having a thickness of 7 to 40 μm is disposed on the inner surface of the releasing resin tube 122.
