SOLUTION: The manufacturing method for the fixing member manufactured with the rubber layer and a mold-releasing type resin layer formed, in order, on an outer circumferential surface of base material. The manufacturing method comprises a step for maintaining the base material concentrically in a cylindrical metal mold (a); a step for installing a mold releasing type resin tube to an inner periphery surface of the cylindrical metal mold (b); and a step for injecting rubber material containing organic micro balloon into a gap between the mold-releasing type resin tube and the base material and curing to form the rubber layer containing organic micro balloons (c). Injection of the rubber material into the cylindrical metal mold is carried out, by having the rubber material overflown from the cylindrical metal mold and then stopping the injection, when at least 5% of the weight of the rubber material filling amount in the cylindrical metal mold is made to overflow.
