A state of hardly obtaining a locking effect of the grout 30 by the tapered shape of the straight pipe shaped steel pipe 12 can be acquired by the grout boring process. One or both ends of the plurality of PC steel members 20 constituting the "diagonal cable" to be replaced are strained one by one by a straining jack or the like (a diagonal cable straining process).
