SOLUTION: In a spectrum conversion device having an image signal input means to obtain the image, a spectrum conversion means to convert the image signal into the spectrum by Haar-wavelet conversion, and a spectrum output means to externally output the spectrum, the spectrum conversion is performed, through parallel execution of the Haar-wavelet transform consisting of averaging processing, horizontal component spectrum processing, perpendicular component spectrum processing and grating component spectrum processing, by the spectrum conversion means.
