After mounting holes 2m, 2n, 2p and 2q are fit to the mount shafts 1i, 1j, 1k and 1m, the cover plate 2 is partially deformed by a caulking machine from outer peripheral end face side proximate to the mount holes 2m, 2n, 2p and 2q toward the mount shafts 1i, 1j, 1k and 1m, and a part of the end faces of the mount holes 2m, 2n, 2p and 2q are made to bite at the mounting shafts 1i, 1j, 1k and 1m so that the cover plate 2 is mounted on the bottom board 1.
