SOLUTION: The connection control method includes: steps S102 to S105 of confirming in-zone of the called terminal as to a plurality of networks; steps S106, S111 of transmitting a connection request to the called terminal 3 in parallel by using the networks; a step S113 of transmitting a response with respect to each of the connection requests in the case of receiving the connection requests to the called terminal 3 using each of the networks; and step S116 of making connection to the called terminal 3 by using one of the responses from the called terminal 3 with respect to the connection requests. Even when the in-zone information stored in the user information management apparatus differs from the actual in-zone state, the time up to the arrival of the call is not extended by transmitting the connection requests in parallel through each network.
