PROBLEM TO BE SOLVED: To provide a development device including a supply transport pass, a stirring transport pass and a recovery transport pass, capable of extending the lifetime of a developer and forming images of stable image density, and an image forming apparatus using the same. SOLUTION: In the development device 4, the center position of a stirring rotary shaft 11a which is a rotary shaft of a stirring screw 11 and the center position of a supply rotary shaft 8a which is a rotary shaft of a supply screw 8 are on almost the same level, and the center position of a recovery rotary shaft 6a which is a rotary shaft of a recovery screw 6 is above the center positions of the stirring rotary shaft 11a and the supply rotary shaft 8a and below the position of the center of rotation of a development rotary shaft 5a which is a rotary shaft of a development roller 5.
