SOLUTION: The modification method comprises a series of working steps composed of: a blending step where phosphorous-containing incineration ash in which harmful substance is coexistent is admixed with a fixing agent and an insolubilization agent via water, so as to be a water-containing admixture; a configuration step where the water-containing admixture is subjected to working configuration, so as to be a water-containing configurated material; and an aging step where the water-containing admixture or the water-containing configurated material is left standing in an atmosphere in the range from ordinary temperature to 100°C, and is subjected to modification treatment.
