COPYINGLY PHOTOGRAPHING DEVICE, ID CARD ISSUING SYSTEM AND ID CARD ISSUING METHOD

PROBLEM TO BE SOLVED: To provide a copyingly photographing device, which can reduce the development of loss card accompanied by errors at the carrying of an application without requiring much labor, an ID card issuing system and an ID card issuing method. SOLUTION: This copyingly photographing device comprises a photographing device 4, in which a photographing completion data file 49A for memorizing ID numbers and photographing completion information in correspondence with each other is equipped, and a CPU 47, in which a photographing completion judging program 49C, which judges whether the photographing by a photographing part 42 has completed or not based on the photographing completion data file 49A when the ID number written on the application is read by an ID number reading part 41, and a photographing controlling program 49E, which executes a controlling for photographing the photograph of face in the application by the photographing part 42 when no completion of photographing is judged and, at the same time, executes a controlling for neither photographing the photograph of face in the application by the photographing part 42 when the completion of photographing is judged, are equipped.
