SOLUTION: A concave part 2 for filling with concrete formed in the front side surface of the steel shell 1 for a segment disposed vertically is obturated with the front formwork 3, and simultaneously integrating both members by temporary fixing them so as to form a space 28 in the steel shell 1 for the segment, then concrete 4 fills the space 28 through a concrete pouring hole 20 penetrating the front formwork 3. A threaded hole 23 for exhausting is formed at the upper part of the steel shell 1 for the segment, an exhausting member comprising an exhaust bolt 24 or exhaust plug is fitted to the threaded hole 23 at the filling of concrete, and a watertight bolt 25 is screwed to the threaded hole 23 after unfixing the exhaust members such as the exhaust bolt 24.
