If occurrence of a short-circuit failure is discriminated, the process is prevented from shifting to the arc welding treatment. Accordingly, burning of control equipment or electric wire that may occur when arc welding treatment is carried out without knowing the occurrence of the short-circuit failure can be surely avoided.
