The Egress LSR 11 establishing a radio link 91 between itself and MN1 transfers packets to the MN and the Egress LSRs 12, 13 buffer the packets. When radio link is established with the Egress LSR 13 along with the movement of the MN, the packet buffered in the Egress LSR 13 is received to avoid packet loss in the MN.
