The method for manufacturing the catalyst comprises a step of depositing a film of such a state that platinum or the platinum-based alloy is conjugated with carbon by a PVD (physical vapor deposition) method or a CVD (chemical vapor deposition) method while introducing a carbon source into platinum or the platinum-based alloy.
