A rubber elastic plate 60 covering an inner side opening of the pressurization hole 58 is overlapped on the inner face of the cover member 44, and the rubber elastic plate 60 is partially bonded to the cover member 44. An nonbonded area 64 from the pressurization hole 58 toward the air chamber 56 is formed between overlapping faces of the rubber elastic plate 60 and the cover member 44, and the rubber elastic plate 60 is pressed against the overlapping face of the cover member 44 by the pressure of compressed air injected into the air chamber 56 from the outside through the nonbonded area 64 from the pressurization hole 58.
