The cover has extensions 14a, 14b protruding/extending from end edges 13a, 13b of a slit 11b to position the electric wire, a long hole 19 opening on an edge side of the extension so that a hook may be hung at the top end of an insulation operational bar, and a grip shape 18 fixed at the upper side of the both ends of the cover and gripped with the pliers. The fixture has a grip 17 capable of being gripped with the pliers, and an extender/contractor 16 for extender/contractor, hanging to be fixed at a hollow portion of the pin insulator.
