Zusammenfassung:PROBLEM TO BE SOLVED: To provide a spray heating element for low temperature excellent in uniformity, low in manufacturing cost, and allowing a desired resistance value to be provided by adjustment of length and thickness of a spray coating; to provide a method of manufacturing the same; and to provide a heating device using the same. SOLUTION: The spray heating element 11 for low temperature usable as a heating source of a heating device 10 has: an insulating spray coating 15 formed by using any one of a conductive solid, a pipe 13 and a plate material as a base material and by executing a thermal spray process; a conductive spray coating 16 of iron oxide formed on a surface of the insulating spray coating 15 by executing a thermal spray process; and an insulating protective film 18 formed on a surface of the conductive spray coating 16 for preventing oxidization of the conductive spray coating 16 and for insulating it.
