SOLUTION: A current detecting section 16 detects the magnitude of a current delivered from an output terminal OT1 through a switch 17. Upon elapsing a predetermined delay time after the magnitude of a current delivered from the output terminal OT1 reached a predetermined threshold, a CPU 19 turns a switch 18 on to start power output from an output terminal OT2, and stops power output from the output terminal OT2 when the magnitude of a current delivered from the output terminal OT1 is under the predetermined threshold.
