SOLUTION: When a worker rotates an input lever 8A to this side by about 13 degrees, a sprocket 23 lowers, and a small sprocket 19 rotates by about 0.7 in the clockwise direction against weight of a counterweight 21 via chains 22 and 20, and a large sprocket 18 installed on a rotary shaft 18a also rotates by about 0.7. Since the tooth number of the small sprocket 15 is 1/3 of the tooth number of the large sprocket 18, the small sprocket 15 rotates by about 2.1, and since a driving force transmission shaft 15a also rotates by about 2.1, a flat spiral spring 30 is also wound up by about 2.1 rotation. When the worker opens the input lever 8A, since a driving shaft 6a rotates by about 3.2 in the counterclockwise direction, a one-way clutch 26 meshes, and a driving roller 6 also rotates, and a carrier belt 4 travels in the driven roller 7 direction.
