SOLUTION: In the case the cycle time of dephosphorizing treatment in a dephosphorizing furnace 9 is equal to or below the cycle time of decarburizing treatment, the charge of molten iron to the decarburizing furnace is performed after a time T satisfying the following relation is passed from the start of the charge of the molten iron to the dephosphorizing furnace: Th+Tp≤T≤Th+Tp+(T2-T1-Td+Tt), wherein, Th denotes a time required for the charge of the molten iron to the dephosphorizing furnace; Tp denotes a time from the lifting of a molten iron ladle charged with the molten iron to the charge of the molten iron to the decarburizing furnace; Tt denotes a time required for the dephosphorizing treatment and refining treatment; Td denotes a time till the receiving of the molten metal ladle 15 by the phosphorizing furnace is made possible from the lifting of the molten iron ladle 15 charged with the molten iron; T1 denotes the cycle time of the dephosphorizing furnace; and T2 denotes the cycle time of the decarburizing furnace.
