Furthermore, when a traffic volume detected by a traffic volume detecting device 2 or the complicatedness level of road lineament detected by a road lineament complicatedness level detecting device 3 is changed, an operation load deciding circuit 6 changes the method of the decision of the operation load according to the changing amounts of the number of the calculated fractal dimensions.
