SOLUTION: A fractal dimension calculating circuit 5 calculates fractal dimensions by carrying out the fractal analysis of a temperature distribution image measured by a face temperature distribution measuring circuit 1. An operating load deciding circuit 6 decides the operation load of an operator based on the number of fractal dimensions calculated by the fractal dimension calculating circuit 5. Furthermore, when a traffic volume detected by a traffic volume detecting device 2 or the complicatedness level of road lineament detected by a road lineament complicatedness level detecting device 3 is changed, an operation load deciding circuit 6 changes the method of the decision of the operation load according to the changing amounts of the number of the calculated fractal dimensions.
