SOLUTION: This system has a setting part for setting a destination; a storage part for storing search data, including road data and vehicle speed data classified by link; a route search part for searching for a route to the destination set by the setting part by using the search data stored in the storage part, a vehicle speed dispersion determination part for determining the vehicle speed dispersion on the route searched for by using the vehicle speed data classified by link; and a route guide part for guiding the route selected, based on the vehicle speed dispersion from among routes searched for.
