When the tool body is inserted in the hole 101 while being rotated, the outer burr of the hole 101 is removed by the machining part 12. Since the elastic ring 16 is provided rather closer to the base end than the shaft 8, the tip part 3 of the tool body 2 can be formed thin so that chamfering for a small hole can be performed.
