SOLUTION: The system is provided with a heating medium supply line 10 for extracting a high temperature cement raw material heated to 250°C or higher from the upstream side of a cement kiln 1, a halogen separation means 8 for allowing a halogen-containing material to directly contact with the high temperature cement raw material supplied from the heating medium supply line to produce a combustible gas containing the halogen and a residue, a halogen recovery means 14 for recovering the halogen from the combustible gas exhausted from the halogen separation means, a gas supply means 15 for supplying the combustible gas after having been recovered the halogen by the halogen recovery means as a fuel for the cement production facility, and a return line 11 for returning the high temperature cement raw material and the residue that are discharged from the halogen separation means to the upstream side of the cement kiln.
