Zusammenfassung:PROBLEM TO BE SOLVED: To provide an environmentally-friendly electrophotographic photoreceptor which suppresses background fouling due to charge injection from an electroconductive substrate, realizes extension of the lifetime of the photoreceptor and resource saving by reducing the adverse effect of residual potential rise, and generates no formaldehyde in heat curing, and to provide an image forming apparatus which uses the photoreceptor, ensures little occurrence of an abnormal image such as background fouling even after repeated image formation, also ensures little variation of residual potential, and has stability and high durability. SOLUTION: The electrophotographic photoreceptor is obtained by sequentially stacking at least an undercoat layer (1) containing no metal oxide, an undercoat layer (2) containing a metal oxide and a binder resin, and a photosensitive layer on an electroconductive substrate, wherein in the undercoat layer (2) containing the metal oxide and the binder resin, at least the metal oxide whose specific resistance is ≥107Ω cm and a blocked isocyanate compound are contained.
