A frequency measuring device 19 measures frequencies of the high-frequency voltage impressed on the acceleration cavity 10 using a cavity voltage signal detected by the cavity voltage monitor 18. A beam orbit signal processor 21 measures a position of a beam orbit using voltage detected by the beam position monitor 20. An energy determination processor 26 determines whether energy of the ion beams after acceleration is normal or abnormal, based on a frequency of the high-frequency voltage and a position of the beam orbit.
