SOLUTION: The dispersion in which particles 1 nm-100 μm in average primary particle size of titanium oxide, zinc oxide, silicon dioxide, aluminum oxide, zirconium oxide, iron oxide, cerium oxide, tungsten oxide, cobalt oxide, or tin oxide are dispersed in the non-volatile silicone such as a methylhydrogenpolysiloxane, a dimethylpolysiloxane-methylhydrogen polysiloxane copolymer, or a silicone resin is applied on the substrate and baked to obtain the member having the ultra-hydrophilic properties.
