The input shaft 13 has an internal cavity extending in axial and circumferential directions, and has a magnetic body section 15 arranged on part of an outer peripheral surface thereof, and formed of at least one magnetic material. Further the input shaft 13 is driven by a driving source connected thereto. The output shaft 17 is rotatably arranged in the cavity of the input shaft 13. The magnetic fluid 16 is sealed in a space between an inner peripheral surface of the input shaft 13 and an outer peripheral surface of the output shaft 17. The magnetic field generating means 12 is arranged outside the input shaft 13. Thus whenever the magnetic body section 15 of the input shaft 13 reaches a location opposite to the magnetic field generating means 12, the space between the input shaft inner peripheral surface and the output shaft outer peripheral surface is filled with the magnetic fluid 16, and the rotation of the input shaft 13 is transmitted to the output shaft 17 via the magnetic fluid 16 to rotate the same pulse-wise, and therefore the output shaft 17 generates torque pulse-wise.
