Therefore, even when the terminals 12 in the developed state are set so as to be longer than the distance from the connecting portions for weak portions 34 and connecting portions 32 to the base portion 20, the tip ends of the terminals 12 can be formed at the position so as not to overlap with the base portion 20 and the terminals 18. Further, the hoop material 14 has the terminals 12, 18 formed thereon, and a hoop material 24 has terminals 22 formed thereon. The terminals 22 and the base portion 26 are placed in the same state as that formed in the hoop material 14 by integrally connecting caulking pieces 48 connected to the terminals 22 punched from the hoop material 24 to caulking pieces 38 of the hoop material 14.
