PROBLEM TO BE SOLVED: To improve a customer's incentive for a visit while reducing the load of point data processing in a member store. SOLUTION: This system comprises an introduction request processing part 110 extracting information for service contents of an electronic coupon in an introduction campaign management table 130 and creating member introduction request information; an issuing acceptance part 11 retrieving the contact address information of a member terminal 150 in a card management database 126 as a member introduction requesting destination, transmitting the member introduction request information to the contact address information, and accepting an electronic coupon issuing request from a terminal 151 of a third person; and a point processing part 112 generating and transmitting based on the electronic coupon issuing request, the electronic coupon to the terminal 151 of the third person receiving the using state of the electronic coupon from a terminal 170 of the member store, specifying an assignment point according to the using state in the introduction campaign management table 130, and assigning the assignment point to the member of the member introduction requesting destination in a point database 127.
