In the shaft 1 for working, both ends of the power cable 3 to be removed are cut, the filled sand 4 in the trough 2 between the vertical shafts 1 is loosened by injecting high pressure water to the filled sand 4 from one end of the trough 2 to flow into the vertical shaft 1 from the trough 2 together with the exhaust water, the filled sand 4 mixed in the water in the vertical shaft 1 is sucked to be discharged to the ground, the power cable 3 in the trough 2 is pulled out of the vertical shaft 1 on one end, and the fluidized treated sand is filled in the trough 2.
