SOLUTION: A manufacturing method of a cationic dye-dyeable and flame-retardant polyester polymer comprises adding a metal sulfonate containing bishydroxyethyl isophthalate in amount of 0.01-5 mol% with respect to a dibasic acid component in a polymer in the course of polyester polymerization, incorporating a phosphorus flame retardant represented in the chemical formula in an amount of 500-40,000 ppm on the basis of phosphorus atom, and copolymerizing them.
