When a position to drive the steel pipe member 15 is horizontally displaced from a predetermined erection position, horizontal displacement is adjusted in a state wherein at least a part of the vertical reinforcement 21 is held in the steel pipe member 15. After the adjustment of the displacement, a filler is injected into a space of the steel pipe member 15 in the state wherein the vertical reinforcement 21 is held in the steel pipe member 15.
