Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a developing roll which secures a uniform toner conveyance amount, suppresses density unevenness and image roughness, and allows excellent images to be obtained. SOLUTION: The developing roll has a three-layered structure of having a base layer 2 formed on the outer peripheral surface of a shaft body 1 by using silicone rubber, having an intermediate layer 3 formed on the outer peripheral surface of the base layer 2, and having a surface layer 4 formed on the outer peripheral surface of the intermediate layer 3. The surface layer 4 is formed with a conductive composition containing (A) urethane materials, (B) a conductive agent, and (C) mixed fines which consist of (c1) large-size particles of 10 to 14 μm in mean particle size and (c2) small-size particles of 3 to 5 μm in mean particle size, the mixing weight ratio of (c1) to (c2) being set to 0.24 to 0.67.
