Zusammenfassung:PROBLEM TO BE SOLVED: To prevent money amount information stored in an IC card from being illegally altered by a paper money accumulating unit for IC card, and to prevent the use chance of a customer from being decreased by releasing temporary service stop in the paper money accumulating unit itself for an IC card to which a crime prevention measures is applied. SOLUTION: This paper money accumulating unit 1 for IC card communicates with a server 14 when a power is supplied, and starts an accumulating function only when authentication is acquired. Thus, the paper money accumulating unit 1 for an IC card is not started until authentication from the server 14 is acquired after the power is supplied, and the acceptance of a general card in the paper money accumulating unit 1 for IC card is rejected. When the acceptance signal from a special operation card is recognized even during the disconnection of a network, the paper money accumulating unit 1 is temporarily started even in a status that the authentication of the server 14 is not acquired, and the general card is accepted.
